Belconnen is the big north-western district of Canberra, built out from the late 1960s to the 1980s around Lake Ginninderra and the town centre. Most homes are brick veneer on larger blocks, many on concrete slabs, with apartment towers near Westfield Belconnen and student housing around the University of Canberra and Calvary Hospital in Bruce. Ginninderra Drive and Belconnen Way tie the suburbs together.

Belconnen's plumbing problems follow its building era. The suburbs that went up between the late 1960s and the 1980s have copper water lines, earthenware or early PVC sewers and hot water systems on their second or third replacement. Many homes sit on concrete slabs, so a leak under the floor is found by pressure testing and thermal imaging rather than by looking at it. Reactive clay in parts of the district moves with the seasons and opens joints in old drains, and the trees planted when the suburbs were new have roots ready to take advantage.
