Gungahlin is Canberra's newest and fastest-growing district, laid out on the open plain north of the city from the 1990s onward. Blocks are small, townhouses and apartments are everywhere, and the housing runs from 1990s brick homes in Ngunnawal to estates in Casey and Franklin that are still settling. Gungahlin Marketplace, Yerrabi Pond and the light rail terminus anchor the town centre.

Gungahlin does not have old pipes, but it has a lot of young pipes that were installed quickly. Most homes in Harrison, Franklin and Casey use PEX or polybutylene with crimp fittings, and when a fitting lets go inside a wall cavity the first sign is bulging plasterboard. Almost every house runs a mains-pressure hot water unit with a pressure limiting valve at the meter, and both are now old enough to fail. Townhouses share drains, so one blockage or leak quickly becomes a problem for several households. The district sits exposed on the plain along Horse Park Drive and Gundaroo Drive, so frosts are hard and long, and the ground under the newest estates is still settling around sewer connections.
