In the ACT, Icon Water owns the water mains, the sewer mains and the water meter. You own everything on your side of the meter: the service pipe to the house, the internal plumbing, and the sewer line from the house to the point where it joins the Icon Water main. A leak at the meter or in the street is Icon Water's problem; a leak between the meter and the house is yours, and it can run for weeks unseen under a lawn or a slab. In Queanbeyan the utility is Queanbeyan-Palerang Regional Council, with the same split between the council's side and the owner's side.

Water expands when it freezes. On a Canberra winter night the temperature drops to minus five and sometimes lower, and any pipe exposed to that air freezes solid: garden taps, hot water relief lines, evaporative cooler lines on the roof, pipes on south-facing walls and lines in unheated roof spaces. The ice splits the copper or the joint, but nothing leaks while it stays frozen. When the sun reaches the wall mid-morning and the ice thaws, the split opens and the water runs. Three things working together. Much of Canberra sits on reactive clay that swells after rain and shrinks in drought, so the ground moves and pulls sewer joints apart or cracks the pipe. Pre-1980 suburbs from Ainslie to Kambah were built with earthenware sewer pipes in short rigid sections, which crack easily and leak at every joint. The mature street trees that make the inner suburbs so pleasant, the plane trees, elms, poplars and eucalypts, follow that moisture to the crack and send roots inside the pipe. Replace the flexible hoses under sinks, vanities and toilets every five to ten years, or as soon as they show rust or bulging; they fail without warning and flood the house. Have the hot water system's relief valve checked, because frost and age both damage it. Before winter, lag exposed pipes, drain the evaporative cooler and check the garden taps.
